NO! There are two general types of cuts with very different sizing - The 'European' cut and the 'American' cut:

Size range	3'' increments	2'' increments
General Fit	Runs 'large' - up to a size larger than measurement	Runs 'true to size' of measurement
Drop	Longer - often well below belly	Shorter - to bottom of belly
Typical brands	Weatherbeeta, Rambo, Rhino, Amigo	Jacks, TuffRider, Baker, Curvon, Kensington, most Dura-Tech

Sizing sometimes varies even within a brand. For instance, Weatherbeeta Freestyle blankets run a little smaller than Weatherbeeta Standard blankets with large gussets. Also, Dura-Tech blankets have Euro sizing (Viking II) as well as American sizing (Aquanon)
